In July 2014, Russian President Vladimir Putin instructed the government to develop and approve a roadmap for the creation of GLONASS OJSC with 100% state participation. Deputy Prime Minister Dmitry Rogozin stated in September that this is the first step in the commercialization of space services. "It is high time to learn how to extract profits from the country's space (in the direct and figurative sense) capabilities," he noted.
