ICANN wants to ban obscene domains

The legal division of ICANN develops special recommendations for regulating new domain names that prohibit the registration of names in new domain zones using “doubtful” words or ideas.

In the new version of the document , the phrase “the string should not be contrary to the public policy” appeared with reference to the recommendations of the US government, which explains in detail exactly which words are recognized to violate this very “public policy”.

Obviously, by banning “dubious” words, ICANN wants to fight obscene domains that, by their very name, violate public morality. Such a problem exists in RuNet, and it has not been solved yet: the list of abusive domains in the .RU zone is in the tens. We have such registrations specialized "Centrohost" (Pizda.ru, Blyadi.ru) and R01 (Hui.ru, Nahuy.ru and others).

In the Western Internet, the situation is no better. The line between "normal" and "abusive" word in some cases is very thin. Even academic linguists cannot reach a unanimous opinion, where are the computer technicians who did not study Russian at all at the university? Therefore, the registrar can not take responsibility for banning certain words. The list of forbidden words does not exist, therefore, registrars in Russia register everything.

ICANN wants to ban such practices in the bud, but human rights activists have perceived this as a threat to freedom of speech . The Association of Non-Commercial Users (NCUC), which is part of ICANN, proposes to adopt a special document protecting freedom of speech in the domain space. In their opinion, the ban on "dubious" words ICANN is going to introduce censorship in domain names, which should not be allowed.
