Until recently, the main parameters of LED lamps were not normalized by the state, in GOST R 54815-2011 LED lamps had only two parameters - the measured initial luminous flux, which should not be less than 90% of the nominal and the power consumption, which should not be more than 10% higher than nominal.

Item 12b "Requirements for the performance characteristics of LED lamps with non-directional and directional light" reads:

The general index of a color rendition - not less than 80 .

The pulsation coefficient of the luminous flux for lamps with built-in control devices is not more than 10% .

Power factor is also normalized: “Lamp power factor for lamps with built-in control devices for lamps with a rated power of less than 2 W - no requirements; for lamps with a rated power of not more than 5 W - more than 0.5; for lamps with a rated power of not more than 25 W - more than 0.7; for lamps with a rated power of more than 25 W - more than 0.9 ".

The resolution distinguishes two stages (the first stage from July 1, 2018, the second from January 1, 2020) and many requirements are given for two stages.

Thus, in paragraph 22 it is indicated that the pulsation coefficient of the luminous flux of a lamp with LEDs in the first stage should be no more than 10 percent, in the second stage no more than 5 percent.

In paragraph 24 it is written that the overall color rendering index of lamps with LEDs for public premises should be at least 80, lamps with LEDs for production premises should be at least 70.

The main part of the resolution is devoted to energy efficiency and there are a lot of absurdities and figures taken from where it’s not very clear. The resolution even mentions filament lamps, for which the norms on efficiency values ​​of up to 45 W are given, while such lamps that are more powerful than 9 W do not currently exist.


There are also obvious blunders, like item 23: “A decrease in the luminous flux of luminaires with LEDs during the stabilization of the luminous flux amounts to no more than 8 percent at stage 1, and not more than 6 percent at stage 2.” The fact is that the reduction in luminous flux is a feature of LEDs and no law can make the LED suddenly reduce the flux by not 6, but by 6%.

Of course, it’s good that now there are official requirements for the parameters of the lamps, in which the values ​​of the ripple coefficient and the color rendition index are clearly stated, but it’s not at all clear how the execution of this decree will be monitored and whether it is possible to hope that from July 1, 2018 the stores will stop selling a ripple of more than 10% and a color rendering index of less than 80.
