ERA-GLONASS system , the installation of which has become mandatory since 2017. And not only in Russia - the system should be installed on all new cars that are produced in the territory of the countries of the Customs Union. On the secondary market for cars so far nothing is said.

About the new features of the system it became known during the on-site meeting of the interdepartmental working group on the development and production of the electronic component base, which was held in Zelenograd at the Angstrem-T enterprise, Izvestia
writes . At the moment, ERA-GLONASS only transmits a signal about the accident with the establishment of the exact coordinates of the incident, and helps to establish two-way communication between the dispatcher and the passengers of the car that has had an accident. In the near future, the functions of the system will be expanded, and the police will be able to turn off the ignition in any car with ERA-GLONASS remotely.
In addition, from 2020, police will be able to determine the location of any vehicle with an accuracy of up to 50 cm (the accuracy of positioning objects using GLONASS should reach this level by 2020, the developers say). This means that violators of traffic rules, who, for example, go to the "oncoming", will not necessarily be caught in the place of violation. The driver’s fault will be proved by data from the ERA-GLONASS server (yes, this means that the data will be recorded).
Let me remind you that the ERA system entered normal mode on January 1, 2016. Software for ERA was created by Luxoft. The hardware was provided by Technoserv and EnVision. The sites for the equipment were provided by Rostelecom and MegaFon, communication channels were rented from VimpelCom, MegaFon, MTS and Rostelecom.
