Thus, a group of rightholders, together with Roskomnadzor, prepared a new bill, in which new rules are being written regarding the blocking of sites and their “mirrors”. In particular, it is proposed to ban mirrors of sites (in respect of which a decision was made on the "eternal" blocking) without a court decision. In addition, penalties are introduced for “promoting the means of circumventing the blocking of pirated resources”. Thus, the department facilitates the work of the right holders - now you do not need to sue in relation to any of the mirrors of the already blocked site, copies of resources will be banned automatically.
At the moment, the concept of a “mirror” or a copy of the site itself is not enshrined in law, respectively, and there is no judicial procedure for blocking clones of blocked sites. The Moscow City Court in February of this year
refused to make a decision on permanently blocking Rutracker mirrors precisely on the basis of the absence of a legislative base. If the bill proposed by Roskomnadzor and the right holders is adopted, then there will not be such a problem - they will block copies of the sites already in semi-automatic mode.
Rights holders propose to oblige to fight with copies of blocked resources and search services. If they disagree or do poor work on blocking links to pirated content, search engines will be
fined . Providers who in time did not restrict access to a blocked resource will also be punished.
