SIM cards were allowed to be sold with a military ID or passport
For citizens of Russia, the rules for selling SIM-cards are simplified, that is, the rules for entering into contracts with mobile operators. Now for the conclusion of the contract a passport is required, but from February 13 the order will change.
On February 3, the government adopted Resolution No. 57 “ On Amendments to Certain Acts of the Government of the Russian Federation ”, which approves the amendments to the “Rules for the provision of telephone services”. Among other changes, the rules allow concluding an agreement on any “identity document”. This, for example, a military ID and passport (but not a driver's license).
Amendments come into force in a week after promulgation, on February 13. Also, the decree provides for: ')
the obligation of telecom operators (including telecom operators for data transmission, telematic communications and telephone services) to inform subscribers about the time needed to eliminate malfunctions that impede the use of telecommunications services;
the obligation of telecom operators to notify subscribers through their official websites about the introduction of new tariffs for telecom services, as well as other information relating to telecom services. As an alternative way to notify subscribers about the introduction of new tariffs for communication services, as well as to provide additional information related to the provision of communication services, it is possible to notify by email or in the subscriber’s personal account (email address of the operator’s self-service system through which the subscriber accesses to information about communication services provided to him for data transfer, settlements with a telecom operator and other information);
the ability to differentiate tariff plans and tariffs for telephone services for other reasons established by the telecom operator. Now such differentiation is possible according to the time of day, days of the week, weekends and non-working holidays, as well as the range and volume of telephone services provided. Also tariff plans for telephone services can be established separately for legal entities, individual entrepreneurs and citizens;
the right of the parties to independently determine in the contract with the subscriber - a legal entity the requirements for information that should be reflected in the invoice, as well as to establish the amount of penalties for violation of obligations under such an agreement;
the right of the telecom operator to provide the person who has the intention to conclude an agreement on the provision of local telephone communication services, the opportunity to submit an application for concluding an agreement on the provision of such communication services using telecommunication networks, including the Internet;
the procedure for determining the debt of the subscriber who initiated the transfer of the subscriber number - it will be determined as of 00:00 00 minutes of the day, which is specified as the period of informing about the state of debt.
