Ukrainian providers will be obliged to guarantee the speed of Internet connection

The National Commission for Regulation of Communication and Informatization of Ukraine (NCCIR) has proposed to legislate a speed guarantee from the operator for subscriber connection. The warranty provides that the speed of the client’s Internet connection cannot fall below 70% of the amount stated in the contract. According to NKRSI, such an initiative will protect the rights of users, improve the quality of services in the market and strengthen the fight against the so-called "gray" providers, writes "Delo". In addition, it is proposed to oblige telecom operators to provide customers with the ability to control the quality of services.

The regulator also added a definition of services that are provided to end users. Previously, this explanation was absent, which contributed to the emergence of "gray providers". These are intermediary companies that connected to a regular provider under the guise of a user, and then resold services to third parties.

Now NCCIR allocated a month to discuss changes to the current rules for the provision of Internet services . For the changes to take effect, they must be approved by the government.

As for the main market players, the majority is positively taken by the regulator. On the other hand, representatives of telecom operators, for example, Ukrtelecom, noted that the proposal to control the speed "will increase regulation and give pressure instruments to operators." In addition, the need for monitoring system. “The absence of such a system or the absence of a clear description of the measurement procedure can create grounds for corrupt pressure on operators,” suggested Mikhail Shuranov, director of corporate communications at Ukrtelecom.

Some representatives of telecom operators said that innovations either do not solve anything at all, or have a negative impact on the industry. So, the president of the Volia company, Sergey Boyko, noted that if the degree of control over the “gray” and “black” providers remains the same, then nothing will change. “After all, the main problem is in the absence of the regulator’s desire to apply to violators the norms of the law or by-laws,” said Sergey Boyko.

According to the representative of another operator, Vega, there are a lot of “illegal immigrants" in the Ukrainian market now. “According to our information, today about 50% of business entities (providers) work illegally,” said Yana Petrova, head of corporate communications for Vega company Yana Petrova.
