Now the Ministry of Communications and Mass Media has published a number of amendments to the state program “Information Society” that have been worked out over the past two years, concerning the protection of the domestic Internet infrastructure, Vedomosti reports. The ministry plans to achieve a rate of 99% regarding the transmission of Russian Internet traffic within the country. In 2014, this figure was 70%. In addition, it is planned to duplicate 99% of the critical network infrastructure. In 2014, the percentage of duplicated infrastructure was 0%, in 2016 this figure should increase to 40%.

According to the Ministry of Communications and Mass Media, at present, Russian traffic partially passes through external exchange points, which makes it impossible to guarantee the failure-free operation of the Runet. It is for this reason that it is planned to create a new monitoring system for connectivity and network stability. After such a system provides data on the state of the network, it will be possible to adjust the plans of operators for the construction of their own channels.
The critical elements of infrastructure include: national top-level domain zones (.ru, .), the infrastructure that ensures their functioning, the system of traffic exchange points, lines and means of communication. At the same time, they also have their own systems in Russia, but they don’t have official reserve status, as well as no designated ones responsible for the performance of such systems.
According to the source "Vedomosti", the task of making an autonomous runet is not even put in purely theoretical terms. According to the Reg.ru Registrar General Director Alexey Korolyuk, the proposed measures support the country's digital security. The fact is that if purely Russian traffic goes through other countries, then, if desired, it can be replaced or stopped altogether. On the other hand, the expert says, these measures are bringing Russia closer to the closed model of China's network infrastructure.
A source in one of the major telecom operators believes that the separation of the Russian segment of the Network from the global one is unlikely. And not only because it is difficult to do technically, but also because it can cause great damage to business and ordinary users. So, if you disconnect from the outside world, then in Russia there will be a shortened version of the Internet, foreign software will no longer be updated, connectivity with foreign systems will be lost.

ensure the security and stability of the Russian segment in the event of a disconnection from the outside world.
To implement the presidential order, the Ministry of Communications and Mass Media has developed a draft law on state control over the passage of Internet traffic in Russia. In particular, it provides for the creation of a registry of IP addresses of the RuNet and “monitoring the use of global addressing resources and global identifiers of the Internet (DNS and IP addresses)”, as well as the establishment of state control over international communication channels and traffic exchange points.
The draft law
provides for amendments to the laws "On Communications" and "On Information, Information Technologies and Protection of Information."
