In the State Duma offer to create a registry of video bloggers and streamers

The State Duma drew attention to the “black market” of video bloggers who post videos on the Internet and broadcast through streaming sites, earning income from it. According to legislators, citizens do not pay taxes on their activities, although their earnings are very high.

“The issue with the so-called streamers and those who receive money from posting videos on the Internet should be resolved. It is possible that even need a register of these persons who are engaged in this activity. The registry of such streamers, I think, should be kept by the Federal Tax Service. This is her competence, ” said Anatoly Aksakov, chairman of the State Duma Committee on Economic Policy, Innovative Development and Entrepreneurship.

For example, recently on Twitch.tv, the popular young streamers Karina Sycheva, who plays Dota 2, Counter-Strike and other games in her streams, was banned for a short while. Along the way, it turned out that Karina earns more than 850,000 rubles a month on paid subscriptions and donations.

According to the deputies, Karina and other members of the profession should buy a patent for the right to engage in streaming, they will also be entered in the state register.

Video bloggers receive income from the sale of paid subscriptions, display ads on video hosting, sales of advertising time in the broadcast, donations.

Deputy Aksakov said that the State Duma is ready to consider the issue of introducing patents for such activities. “The same applies to patents, you can enter patents for their activities. This is a “black market” and it can be used for fraudulent purposes, ”he added.

According to the deputy, in the case of a decision on the introduction of a patent for video bloggers, its size will be discussed with Roskomnadzor, the Federal Tax Service and the Internet community.

UPD. Today, Leonid Levin, head of the State Duma Committee on Information Policy, said that the initiative to introduce patents for video bloggers and streamers in his committee has not yet been discussed.
