Yandex was able to keep the user's correspondence with Yandex.Mail, despite the requirement of state bodies. The Internet company refused the request of the Federal Customs Service (FCS) to issue personal correspondence of one user in the framework of operational investigative activities, and then defended its case in a higher court.
As
it became known to the newspaper Kommersant, the Khamovnichesky District Court of Moscow on March 22 canceled the administrative violation protocol against Yandex under art. 19.7 of the Administrative Code (non-submission of information to the state body). The court annulled a fine of 3,000 rubles, which was imposed on Yandex.
A spokesman for Yandex,
Asya Melkumova, explained that after the initial refusal to issue the user's correspondence, the magistrate of the judicial area No. 425 of Moscow issued a resolution on bringing Yandex to administrative responsibility: “This is the first time that Yandex has tried to bring to justice failure, ”she said.
The company did not pay the fine, but challenged the decision in the Khamovnichesky District Court of Moscow, which overturned the decision of the lower court.

The customs of the city of Nakhodka wanted to receive the user's correspondence for the period from January 1, 2014 to October 1, 2015. The Nakhodka City Court issued a decree according to which “by electronic mailbox, possibly, were discussed issues related to the organization and implementation of evasion of customs payments”.
According to the court, the operational-investigative measure “inquiries” cannot be used for the purpose of receiving the user's email. "Yandex" refused to provide correspondence, as the court order did not indicate that our user’s correspondence was limited to confidentiality, "Asya Melkumova explained.
Like many other international companies, Yandex provides law enforcement agencies with confidential user information by court order. American Facebook, Twitter and Google only satisfy such requests from Russian government agencies as a last resort.
