Roskomnadzor sent an invitation to Netflix management to meet in Russia for talks

As already reported on Geektimes, domestic officials are planning to oblige Netflix to obtain a license from the media and the broadcaster. In addition, domestic merchants are also dissatisfied with the launch of the service in Russia. Russian business has already proposed to legally restrict Netflix in the Russian Federation. Also, Russian officials are interested in how Netflix will comply with the law on the localization of personal data of Russians.

In order to discuss the various issues mentioned above, Roskomnadzor sent a proposal to the Netflix management to meet in Russia for talks, writes Rublacklist. “A few days ago, I signed a letter in which I invited the Netflix management to meet at our site. Representatives of the tax service will take part in the meeting, as Netflix conducts business on the territory of the Russian Federation, takes fees from Russian citizens, and therefore must pay taxes, ”commented Alexander Zharov, head of the Roskomnadzor.

Earlier, Netflix sent a letter to Roskomnadzor, in which the management of the service expressed a desire to get acquainted with the legislation of the Russian Federation.

As for the domestic business, Sergei Petrov, the deputy general director of CTC Media, earlier said at an expanded meeting of the Tatarstan Press and Mass Communications Agency board that Russian companies could advocate for restrictions on the video streaming market in Russia. Petrov believes that "companies must have registered representative offices in Russia, become tax residents so that the turnover of payments received from consumerism passes through the Russian taxable base and the country receives from this an opportunity to strengthen domestic content." At the same time, according to him, “there is no ready-made bill”.

The president of the ISS said that Netflix could threaten the prospects for import substitution . For example, Netflix buys the rights to show TV shows from Western partners, without ordering anything from local companies.
