Now there is additional information: the draft Order of the Ministry of Communications on SORM has been published and put up for public discussion. The draft says about connecting to telegraph communication, as the third federal point of technical connection of the special services of the Russian Federation to communication channels.
The document is called “On Approving Requirements for Telecommunication Networks for Conducting Operational-Search Measures. Part III. Requirements for telegraph communication networks for conducting operational search activities. " It sets out requirements for public telegraph networks (TGOP) and the network "Telex", according to Roskomsvoboda. In particular, these networks should provide a number of opportunities for working with information for representatives of the special services.
Namely, to provide the opportunity:
- transmission to the control point of the authorized state body carrying out ORM, information about the subscriber numbers of the user (terminal) equipment of the Telex network, which were used to establish a connection for conducting documentary negotiations, receiving and transmitting text documentary messages, as well as identification codes the termination equipment of the GTN that was used to receive and transmit text documentary messages;
- transmission to the OPM control point of information contained in the monitored messages of the telegraph communication network, in the form in which this information is transmitted from the user (terminal) equipment of the Telex network or the terminal equipment of TSHP.
In addition, “in the case of rendering telegraph communication services, in the course of which additional communication data coding is carried out by means of a communication network of an operator’s network, such messages are transmitted to a ORM control point in a decoded form.”
