Published rules for registration of drones in Russia: state registration in Moscow, registration in the FSB, certificate

Officials are gradually finalizing the issue of registration of unmanned aerial vehicles in Russia. Thus, the Federal portal for the discussion of legal information has published a draft of the rules for registration and registration of UAVs in the Russian Federation, Vedomosti reports. These documents complement the law passed by the State Duma in December last year. Let me remind you that this document obliges owners of unmanned aerial vehicles (UAVs) to register them if the weight of the system is more than 250 g.

The Federal Agency of Air Transport (Rosaviatsia) will be engaged in the compilation of the state register of drones. In order to register your device, you must submit an application to Rosaviatsiya in any form, with the indication of the data of the drone and the owner of the UAV.

The data of the drone should include the following: serial number, date of manufacture, manufacturer's name, maximum take-off weight, type and number of engines installed, their power. After the device is registered, it is assigned a state and registration identification marks, they must be applied to the drone. It also provides for re-registration when the owner of the device changes, as well as in the case of re-equipment of the UAV.

Plus, register the drone must also be in the FSB . The data are reported the same as during state registration.

At the same time, there is no possibility to conduct online registration. To register a UAV, the owner of the device must come to Rosaviatsia, to Moscow. In addition, registration requires the presence of a certificate from a UAV. And the requirement to fulfill it is impossible, since the drones are not yet certified, says the president of the Association of small drones Oleg Ponfilenok. An interesting point is that according to the current legislation, the owners of aircraft must provide information about the routes in advance. As for the punishment for the lack of registration, this question is still open - there is no regulation yet.

A statement published on the website of the Federation of Aviation Model Sports of Russia (FASR) states that changes in current legislation are aimed at "destroying the whole promising market sector."
