Ministry of Communications against liability for "likes" and repost

A representative of the Ministry of Communications and Mass Media of the Russian Federation on the radio station Ekho Moskvy said that the ministry opposes responsibility for likes and reposts on social networks. The deputy minister noted that the concepts of “repost” and “repost” are not clearly spelled out, and that in some cases the user may give a link to the content, which will then be replaced with illegal content.

Alexey Volin, Deputy Minister of Communications and Mass Media of Russia:
We believe huskies or reposts are not an expression of anything. Especially since we are big opponents of the idea of introducing responsibility for hyperlinks, because we know perfectly well that ... You don’t even know what is hidden under a hyperlink. And today there may be one thing, and tomorrow there may be another. By the way, the same thing is with repost. You perepechivayu certain line, the content of which may change. And the address is listed there.

Well, we know from life. After all, what is, in fact, a repost? You specify a certain address. But the address in our life today may be a barn, and tomorrow a bakery. And you, pointing the address, you may mean the barn. And after 15 minutes there was something changed. Therefore, the position of our ministry is very simple: we believe that this is too broad interpretation of the law and we are opposed to the idea of introducing responsibility for hyperlinks.

In Russia, this was the first case of likes based likes. In August 2012, a trial was held, Filippov paid a fine of 1,000 rubles.

In 2015, FSB officers came to Dmitry Semenov from Cheboksary and searched because of the repost of the picture, which depicts Dmitry Medvedev in a Caucasian hat and Arabic script written “death of a Russian reptile”. Student Oksana Borisova was sentenced to the day of arrest for her calls for a “people's gathering” and reprisals of other people's records.
