At the original address, a list of the meanings of the word “Charas” was placed, which includes both a grape variety and an island on the Indigirka River, plus a novel by a French writer and two Indian films. It also indicates that one of the meanings is the name of a narcotic substance.
According to a source close to the leadership of the department, the decision to block the resource has already been made in Roskomnadzor. However, the ministry would like to solve the problem without taking radical steps. The press service of Roskomnadzor reports that Wikipedia will not be blocked if the administration of the resource cooperates, for example, removes the encryption protocol https. If it were not for this protocol, then by a court decision, only information that contradicts Russian legislation could be blocked.
According to the law, Roskomnadzor should have blocked the resource on August 21, but, taking into account the social significance of the resource, the administrations of the online encyclopedia gave additional time for making adjustments.
“Roskomnadzor understands the importance of Wikipedia for society. The actions of the department can be considered weakness or abuse of authority, but still everyone is waiting for the Internet encyclopedia to execute the court decision. But it turns out that today they will write “academically” about drugs, tomorrow “academically” about the forms of suicide, and the day after tomorrow they will publish all prohibited content, but on “academic” sources, ”a government source said.

As for the administration of the Russian branch of Wikipedia, it is not going to obey the requirements of Roskomnadzor. In particular, it is noted that “they rewrote the article in accordance with the internal rules of the Internet encyclopedia, which state that information of any kind should be based on authoritative sources.” The encryption protocol is also not planned to be removed by the leadership of the Russian division of Wikipedia, since “no government agencies or providers should know which articles are read by users of the resource”.
The director of the Russian branch of Wikipedia, Vladimir Medeiko, said: “If the state blocks Wikipedia, it will only make it worse for itself. I think that some third-party organizations will make a backlash on which you can read blocked sites. This will not be done by us, but by third-party sites. ” It is worth noting that the servers of Wikipedia are located in California; therefore, Russian laws, in fact, do not apply to them.
