Yesterday, the Ukrainian segment of the international payment system WebMoney was officially
registered by the National Bank of Ukraine (NBU). Information about making WebMoney.UA in the
Register of payment systems appeared on the official website of the NBU. On the one hand, the official status of WebMoney in Ukraine means legal guarantees from the state for the participants of the system and the possibility of its use for commercial settlements in a legal manner. On the other hand, this means the control of NBU regulators over the activities of WebMoney. For end users, the functionality of the system and its tariffs will not change at all.
The history of electronic payment systems in Ukraine has often become scandalous. In 2013, WebMoney.UA
came under close attention of the State Tax Service: in the end, it all ended with searches at the company's Kiev office, blocking accounts of approximately 6 million euros and seizing servers. According
to the official
version of the authorities a little later, WebMoney decided to circumvent the problem in a different way - they simply created new bank accounts and started working through them. By court order, these accounts were also blocked.
Only 8 months later, the situation with WebMoney.UA
improved , the arrest from the accounts was withdrawn and operations for the input-output of WMU title characters became possible. It is not known exactly how the unexpected problem was solved, but the company representatives in their official statement made it clear that they were talking about prosecutions based on a fabricated criminal case. It is possible that the public reaction also played its role: in Ukraine, WebMoney is
used by about 2.5 million people, some of whom were not too lazy to make a petition to the authorities on change.org, despite the almost complete uselessness of such appeals.
After the restoration of WebMoney, some
restrictions were imposed on its users, which, however, did not last long. Probably, they were connected just with the suspicion that WebMoney was used by online stores for illegal payments - it was in this connection that some payment cards with limited denomination began to be issued for the calculations.

At the end of May, the American Chamber of Commerce in Ukraine (ACC)
told in a special appeal that the main problem of the appearance of electronic payment systems on the Ukrainian market is the regulatory restrictions of the National Bank of Ukraine and the Ministry of Economy. After their removal in Ukraine, PayPal, Apple Pay, and Google Wallet may well appear. “Thus, today the NBU has a formal letter from the American Chamber of Commerce and the basis for launching changes to the work. The ball is now on the side of the NBU, ”the statement says.
