Nikolai Nikiforov, head of the Ministry of Communications and Mass Media, is using the YotaPhone phone on the Sailfish operating system, which the minister
said during the conference “IT in the military-industrial complex”: “It works normally, but so far, probably, it is not ready to be sold in stores”.

In 2014, Nikolay Nikiforov was concerned about the closeness of iOS and the fact that "Google's Android is becoming an increasingly closed and monopolized system." In February 2015, the Minister of Communications and Mass Media
promised grants to developers who will transfer their applications from “Android and iOS monopoly to independent Tizen and Sailfish”.
Yota Devices has created a YotaPhone version on the Sailfish operating system. The system has a closed source code that includes open source components. Above the operating system
Sailfish is the Finnish company Jolla, which includes former developers of the system for mobile devices MeeGo. The OS is compatible with Android applications.
Nikolay Nikiforov
met with the Jolla management on May 15 and discussed the creation of an international consortium to develop alternative software products based on an open operating system.

The Minister noted among the advantages of the system its openness:
Sailfish than good? She is open. There are a number of proprietary components associated with user interfaces, but they will be open around June-July. Since the release of the second version of the OS, the environment for collective development and participation of all specialists of the global community will be fully open. Sailfish has every chance of becoming an international BRICS mobile system.
Nikiforov noted that Russia in the short term is unlikely to become the world leader in the production of mobile devices - China is leading in this market. But Russian engineers are capable of developing the most complex, high-tech products thanks to our fundamental academic, mathematical training, the minister is sure.
