Roscomnadzor on Facebook appeared with the following entry: “Access to Vimeo video hosting is limited by telecom operators at the request of the Prosecutor General's Office of the Russian Federation. The index of the page of the site containing the video of the Islamic State terrorist organization “The Flame of War” has been added to the unified register of prohibited information.
As far as one can understand, some telecom operators have blocked access to their users not to a specific service page, but have blocked access to Vimeo entirely. For example, in
this comment on Geektimes, a user complains about the unavailability of a video about space exploration due to the provider’s blocking of access to the entire resource.

So far, it is not clear for how long access to Vimeo will be closed, and whether access will be open after the resource deletes the controversial video (although no one is going to delete it as far as it can be understood).
