Rostelecom plans to create its own payment system

The largest telecommunications operator Rostelecom officially announced a tender for the development of a new payment system. According to the results of the competition, applications for participation in which are accepted until December 5, the winner will be selected, the company that will be engaged in the development of the payment system.

Consideration of applications will continue until December 25 this year. The conditions of the competition are quite ordinary: the system must support work with the issued virtual cards, work with at least 10 million wallets, and allow the transfer of funds without opening an account.

The condition of providing electronic means of payment and the provision of acquiring services should also be provided. According to the plan, with the help of a new payment system, the user will be able to make payments, transfer funds, including to bank cards.

A year is given for the development of the payment system - everything should be ready by December 29, 2015. The total cost of the project should not exceed 58.2 million rubles, while the maximum amount that can be spent on software licenses is 29.3 million rubles. Payment for installation work should not exceed the amount of 28.9 million rubles.
