The Russian Union of Rights Holders (RSP), whose board is headed by the odious leader Nikita Mikhalkov, is ready to end piracy on the Internet. This organization, collecting from producers and importers of audio and video equipment deductions in favor of the right holders (the
famous tax on blanks ), offers a similar model for the Network.
At the
disposal of RBC was a draft amendment to the Civil Code of the Russian Federation (Civil Code) "in terms of improving the turnover of intellectual rights in information and telecommunications networks." The document, according to two sources of RBC - in the government and in one of the industry associations, was prepared by the CPR with the personal participation of the president of his board, film director Nikita Mikhalkov, and in the near future the draft amendments may be submitted to President Vladimir Putin. A source close to the RSP, confirmed that the organization has its own position on the problem of Internet piracy. The press service of the Union has not yet responded to the request of RBC.
In the Civil Code of the Russian Federation it is proposed to introduce the concept of a “global license to use a work of science, literature and art”. The state-accredited collective management organization will conclude with all interested license agreements under which the licensee will receive the right to reproduce works on electronic media, “including an entry in computer memory,” and make them publicly available.
The rightholders will receive remuneration for the use of their works on the terms of a global license from telecom operators, "providing services for the provision of access and transmission of data in information and telecommunication networks." The collection of these funds will engage the state-authorized organization. The size and order of such a collection should be approved by the government.

It is also proposed to create a public register of works. What this system will be should also be determined by the government.
It is planned that if this bill is submitted to the State Duma and adopted, the amendments to the Civil Code of the Russian Federation will come into force in January 2015.
