This is serious. True, so far there are no technical details on how the user will download the pirated content, but the immediate prospects of the “Spring Law” and the introduction of the National Provider should be greatly simplified.
It was previously discussed that it is planned to determine downloading by IP-address, as in Germany:
"It is assumed that the definition of downloading, for example, an illegal film will be made by IP, after which a fine will be sent to the violator," a source informed with interdepartmental consultations on this topic told RNS.

Communications Minister Nikolai Nikiforov, at the investment forum in Sochi, spoke on this topic more streamlined:
In general, this is a common world practice. I am not sure that it is necessary to introduce this straightforwardly in the Russian Federation, but this is always the responsibility of both sides. And the one who posted the pirated content, and the one who deliberately consumes it pirately. Responsibility, in principle, should be both there and there. How to do this in the Russian realities - it definitely must be a very careful and progressive process. Lock "mirrors" - we are confident that this will be a very effective way. Copyright collective management reforms - the last two years are being actively discussed. A difficult story, there is no ideal model for any country.
