In the Russian Federation approved fines for anonymity in messengers

President Putin signed the federal law “On Amendments to the Code of the Russian Federation on Administrative Offenses” ( law text , publication number: 0001201712200010). The document complements the Russian Administrative Code with article 13.39, which provides for administrative responsibility of the organizers of instant messaging services for violating new Russian laws in the field of IT and information security.

From January 1, 2018, the article “Non-fulfillment of obligations by the organizer of the instant messaging service” will appear in the Administrative Code. The penalty is:


The law on the prohibition of anonymity in messengers adopted by the State Duma in July 2017. It obliges the organizers of instant messaging to allow the transfer of messages only identified by the law. To this end, it is proposed to assign identification numbers to subscribers on the basis of contracts that instant messengers will enter into with telecom operators after the bill enters into force.

According to one of the authors of the bill, MP Marina Mukabenova, the law will become a reliable mechanism for protecting against the dissemination of illegal information, such as extremist content, advertising of narcotic drugs, information that threatens children's health, and child pornography.

The law also obliges messengers to provide the authorities with an interface for sending mass messages to all users.

If the messenger did not provide user identification and did not provide the authorities with an interface for mass distribution after paying a fine, it will be blocked in the territory of the Russian Federation.

Protocols on administrative violations will be drawn up by employees of Roskomnadzor and other bodies responsible for the control and supervision of communications, information technology and mass communications.

The law was adopted by the State Duma on December 13, 2017 and approved by the Federation Council on December 15, 2017.
