Today, 03/20/2018, Roskomnadzor notified Telegram of the need to provide the federal executive body in the field of security (FSB of Russia) with the information necessary to decode received, transmitted, delivered and (or) processed electronic messages.
In other words, Roskomnadzor wants to get the keys to decrypt user messages. Otherwise, Telegram may be blocked for 15 days.
The main problem is that the encryption keys are not stored on the server, and accordingly, can not be provided to third parties. What makes this incident doubly interesting, as it actually raises the question of banning the creation of not fully controlled services.

UPD: Formally, the text of the Roskomnadozra message does not contain an unambiguous threat of blocking, which may indicate just another attempt to pressure the messenger, with the possibility of retreating without losing face for the officials.
