The President of Russia has signed a law banning anonymizers and VPN

In April of this year, it became known that the authorities finalized a bill banning the use of programs and services to circumvent blocking sites. This refers to anonymizers and VPN services. The document states that all these resources should block sites from the registry of banned site addresses compiled by Roskomnadzor. If the anonymizer or VPN does not obey the law, then it, in turn, must be blocked on the territory of Russia.

Already on June 23, 2017, the State Duma adopted in its first reading the draft federal law “On Amendments to the Federal Law“ On Information, Information Technologies and Information Protection ”” ( pdf ). During the vote, the law received the maximum number of votes of deputies - 363 people voted “for”, without abstaining or voting “against”.

It is worth recalling that this bill was developed by deputies Maxim Kudryavtsev (“United Russia”), Nikolay Ryzhak (“Fair Russia”), Alexander Yushchenko (KPRF). Its authors note that, by becoming law, this document will help improve the effectiveness of information blocking on the Internet.

Among other things, the document prohibits search engine operators to issue links to resources blocked in Russia. The State Duma adopted this law on July 21, and the Council of Sovfed approved it on July 25.

Until the last moment, some representatives of the IT sphere hoped that the law that had passed all stages of approval by officials would not be signed by Vladimir Putin. But no - today it became known that the Russian president signed it. The corresponding document in electronic form has already been published on the state legal information Internet portal. Most of the provisions will come into force immediately after the signing, the rest of the articles will begin to work from November 1, 2017.

The implementation of the law will be monitored by the FSB and the Interior Ministry. They will be engaged in the search for services-violators, including VPN, anonymizers and Tor.
