Russia is among the world leaders in Internet resiliency

Britain, the United States and Russia are recognized as world leaders in Internet stability. The example of the worst countries on this indicator of Belarus and Uzbekistan demonstrates what the state’s control over cross-border traffic leads to.



The Russian company Qrator Labs, which specializes in countering DDoS attacks, investigated the impact of potential disruptions in the work of communication network operators on the global availability of national segments of the Internet. Availability - the ability of the operator to receive data packets from other operators. A necessary condition for availability is the presence of operator prefixes in the routing table of other telecom operators. If there are no prefixes, packets cannot be sent to the operator.

The company conducted a study of the national segments of 236 countries of the world - all where the Internet operates. As a result of the study, a ranking of countries was compiled, which reflects the degree to which the availability of national segments of the Internet depends on the failure of individual operators.

The calculation of this indicator for each country studied was made by the following method:

At the first stage, on the basis of the Maxmind data, a map of network operator prefixes was compiled, on which the advertised prefixes were distributed to the national segments of the Internet.

At the second stage, using the Qrator.Radar global Internet modeling system (developed by Qrator Labs), each operator was used to calculate the degree of the impact of his work’s failure on a specific national segment: an analysis was made of how many prefixes of the national segment would lose the global availability on the Internet.

Further, for the formation of the rating, operators were selected, the failure of which can lead to the loss of global availability of the largest percentage of prefixes of a given national segment. These operators are listed in the second column of the tables below.

“The state of the country's market affects the global availability of the national segment of the Internet. The higher the maturity of the market and the degree of its diversification (in particular, the more medium-sized operators have access to the cross-border transition), the more stable is the work of the entire national segment, ”explained Alexander Lyamin, general director of Qrator Labs.

Due to the absence of a state monopoly in past years, an extensive infrastructure has been formed in Russia: there are more than a thousand telecom operators in the country, dozens of which are connected to foreign networks. The general director of the Internet Technical Center, Aleksey Platonov, confirmed that from 20 to 30 Russian operators have access to cross-border crossings, “so our market can be considered secure.” Players of the federal scale have their own physical channels, and the rest of the operators rent channels to the largest European TV stations.

A large number of cross-border crossings, however, are worrying the Russian authorities. Now the Ministry of Communications is discussing amendments to the law "On Communications", aimed at ensuring the integrity and stability of the RuNet. Among the amendments is a clause on the need to oblige the owners of all autonomous systems exchanging traffic with foreign networks to “establish technical means of controlling cross-border traffic”.

In addition, the ban on joining regional networks to foreign ones is being discussed. This "can lead to degradation of connectivity and stability at the topology level," says Oleg Demidov, a consultant with the PIR Center.

The example of some countries shows what the state’s control over external communication channels leads to. In these states, the failure of a single telecom operator will lead to almost complete inaccessibility of the local segment of the Internet. Thus, in case of problems, the operator Uzbektelecom will be inaccessible 97.32% of the networks of the national segment of Uzbekistan. In Syria, in case of failure in the operation of the Syrian Telecom operator, 94.7% of the national segment networks will be inaccessible. In Turkmenistan, problems with Turkmentelecom will lead to inaccessibility of 90.4% of local networks, the failure of Beltelecom in Belarus will disconnect 86.4% of local networks from the Internet.
