In Ukraine, the new bill requires site owners to publish their names and addresses of residence

Today, journalists accredited to the Verkhovna Rada of Ukraine have gained access to draft law 4692 , the author of which is the current Prime Minister Volodymyr Groysman. According to the document, the changes should affect copyright protection issues on the Internet. The draft law ( doc ) is quite voluminous, but the journalists isolated a few points from it that caused quite a broad discussion in social networks.

Thus, according to the amendments, several important terms are defined for further consideration. For example, a website means the following: “this is a collection of data that is accessed through an Internet address, combined by navigation”.

Also, according to the author of the bill, “the owner of the site is a domain name registrant or other person who establishes the procedure and conditions for using the site and (or) the procedure for placing information on it”.

The following document requirement may become mandatory for the website owner: he will have to publish information about himself, including "the full name or name of the website owner and hosting service provider ", as well as "the full address of the residence or location of the website owner and supplier hosting services . " This is required so that a person whose copyright has been violated could promptly contact the owner of the resource and require him to delete the corresponding files.

In addition, the site owner may be required to disclose information about a specific user, whose publication violated copyright. In this case, a direct appeal to any court is not required - it is assumed that the site owner must, within 24 hours, either remove the problem files or block access to them. If he refuses to do this for any reason, he will face a fine in the amount of from five hundred to one thousand non-taxable minimum incomes of citizens.
