A spokesman for Vladimir Putin explained how to understand the bill on the control of Internet traffic

As already reported today at Geektimes, the Ministry of Communications and Mass Media has developed a bill on state control of Internet traffic in Russia. The draft law provides for the need to amend such laws as “On Communications” and “On Information, Information Technologies and Protection of Information”. As for ways to monitor traffic on Russian channels, there are several of them. This is the creation of a registry of IP addresses of the RuNet, as well as “monitoring the use of global addressing resources and global identifiers of the Internet (DNS and IP addresses)”.

The draft law provoked a heated discussion among both ordinary users and representatives of telecommunication companies. In order to clarify the situation, the press secretary of President Vladimir Putin, Dmitry Peskov, explained how this bill should be understood, Vedomosti reports. In particular, Peskov points out that the document should not be considered the intention of the government to establish full control over the Internet.

“It would be wrong to treat this as complete control over the Internet,” said Peskov. He also stressed that "any country depends largely on modern technologies, but they allow to deprive entire countries of the national segments of the Internet."

“In this regard, such a large country as Russia should have its potential to compensate for possible unfriendly ones aimed at disabling an entire segment from the network,” added Peskov. According to the press secretary, the potential existence of threats to the Russian segment of the Network is present.

Now the market of trunk networks in Russia is formed by 10 companies. These are Rostelecom, Megafon, MTS, Vimpelcom, Transtelecom (TTK), Start Telecom, Raskom, Orange Business Services, RetnNet, TeliaSonera. Moreover, 68% of the industry is controlled by Rostelecom, TTK and Megafon. Most likely, after the adoption of the bill, the main executor for the implementation of the provisions of the document will be selected.
