“It is obvious that, before it is too late, it is necessary to prevent the criminalization of the Internet, to guarantee the observance of human rights in the digital sphere,” said the Prime Minister. “To do this in the absence of a full-fledged international legal framework for cooperation in the field of information security is extremely difficult, so the first step in creating an international security system in this area could be the adoption of a code or rules of conduct in the form of soft law.”
