Nikolai Nikiforov, head of the Ministry of Communications and Mass Media of the Russian Federation, does not agree with the
proposal of the State Duma deputy regarding restricting access to the Telegram messenger for Russian users. The Minister expressed the opinion that restricting access to messaging programs is a step towards blocking the entire Internet,
writes Lenta. Nikiforov considered the proposal of Alexander Ageev not relevant national strategy for technological and economic development of Russia.
In addition, the head of the Ministry of Communications suggested not to block the messengers, but to identify the criminals who use these programs to exchange information. “The Ministry of Communications and Mass Media together with power structures constantly conducts this work within the framework of its competence,” he noted.
In addition to Nikolai Nikiforov, the Internet ombudsman Dmitry Marinichev also spoke out against restricting Russian access to Telegram. Speaking on the air of the Russian News Service, Marinichev proposed to introduce Telegram's internal control systems that would allow them to find the violators of the law. According to the public figure, special services should be engaged in searching for violators of the law, who should have access to the owners of Internet resources on the territory of Russia. “The main thing is who controls the resources, whether the special services have access to the owners of the resources. I think that they should be in our territory, ”said Marinichev.
