The protected Telegram messenger, according to the first deputy head of the constitutional committee of the State Duma, Alexander Ageev, was used by the militants who committed the terrorist attacks in Paris. The MP proposes the FSB to consider the possibility of restricting the access of Russian users to this messenger, if the information about the use of the Islamic State’s application by terrorists is confirmed,
the RIA
writes .
“According to reports repeatedly appearing in the Russian media, the Telegram messenger is actively used for propaganda purposes by terrorists from the Islamic State. It can be assumed that the process of recruiting Russian citizens into the IG is taking place there, ”reads Alexander Ageev’s address to the head of the FSB Alexander Bortnikov.
According to the deputy, Russian media have repeatedly
reported that Telegram is used by the terrorists of the “Islamic State” for propaganda purposes. Ageev believes that with the help of a protected messenger, various materials of extremist content are distributed. “We can assume that the process of recruiting Russian citizens into the ranks of the IG is taking place there,” he says.
The address of Alexander Ageev also states the following: “I ask you ... to check this information comprehensively, if necessary, to consider the possibility of restricting the access of users located in the territory of the Russian Federation to the Telegram messenger”. The deputy believes that this particular messenger was used by terrorists, since "all the information sent in the messenger is automatically protected and messages go through several levels of encryption."

According to the author of the appeal to the FSB, the possible restriction of the access of Russians to Telegram does not violate the rights and freedoms of citizens, since Russia has many other instant messengers and social networks that comply with Russian legislation in the field of countering extremism.
Earlier it
was also
reported that the militants who staged a series of terrorist attacks in Paris could communicate with accomplices through the PlayStation 4 game console. Interior Minister of Belgium Jan Yambon believes, in particular, that now this game console is becoming an increasingly popular means of communication from terrorists.
UPD . Pavel Durov, the creator of Telegram, responded to the proposal of the deputy by
posting on the social network Vkontakte , with a counter offer. “I propose to ban words. There is information that terrorists communicate with them, ”the messenger developer wrote.
Durov told TechCrunch editor Mike Butcher earlier at a TechCrunch Disrupt conference in San Francisco that he knows about the use of the messenger by extremists, but believes that the right to privacy is more important than the fear of terrorism.
