
Today, at a special briefing for journalists at the Ministry of Internal Affairs of Ukraine, Prime Minister Arseniy Yatsenyuk, together with Interior Minister Arsen Avakov,
announced the creation of a separate Cyber Police Department that will deal with information security issues in the country. Structurally, the new unit will be part of the National Police and will consist of 400 people: among them there will be 187 inspectors and 39 special agents of information technology.
In addition, a list of qualifications that must be met by cyber police officers has been published. Salary in this position will be 6000 hryvnia (approximately $ 276). The requirements for the inspector are as follows:
- the pursuit of quality change
- Ukrainian citizenship
- age from 21 years
- no criminal record
- legal education is desirable
- knowledge of the current legislation of Ukraine in the field of law enforcement
- advanced computer literacy skills
- minimal computer skills
- Ukrainian and English language skills
- sufficient level of physical fitness
Requirements for special agents of information technology are more focused on the professional field, including in the salary sense. It will be here from 25,000 to 30,000 hryvnia (approximately $ 1,400). To the already voiced requirements about age, citizenship and no criminal record are added the following:
- technical education is desirable
- skills in the field of computing and programming (programming experience in high and low level languages, as well as reverse engineering of malicious software)
- propensity to analyze exploits left behind during attacks and malicious software
- Ukrainian and English language proficiency

Here it is impossible not to notice that the average salary of a Junior programmer, which can be conventionally correlated with the position of a special agent of information technology,
is about $ 700 (Java programming language, C ++ developers get about $ 1,000). If we imagine that Java Software Engineer wants to become a special agent, then his salary of $ 2,000 will already be little comparable to the salary of a special agent.
The table also shows the distribution of cyberpolice inspectors and special agents of information technology in the regions of Ukraine. Depending on the population density of a given area, the number of inspectors will be in the range of 2 to 14 people. Special agents are much smaller: their number varies from 1 to 4 people.
