Gone are the days when you could do anything on the Internet completely free. Now the state has come here and regulates every aspect of Internet activity. The turn has reached phishing sites.
Russian cyber frauds who are identified as creating phishing sites will be jailed for up to four years if the State Duma adopts a bill that is being developed on the initiative of a member of the security and anti-corruption committee Ilya Kostunov. He
proposed to introduce criminal liability for the creation of phishing sites and possession of them.
Phishing sites are used to collect information from Internet users. For example, it can be fake banking sites or clones of Vkontakte, which externally copy the original. Here the user is prompted to enter a username and password. The credentials are saved, and the user is redirected to the original site with the passed authorization. Thus, the victim does not notice anything.
The deputy proposes to develop a bill introducing a mechanism for pre-trial blocking of phishing sites, similar to the extent of confusion, to existing popular sites and illegally collecting personal data or payment information of users. The blocking mechanism is being worked out: it is possible that a form for collecting information about phishing sites will appear on the Roskomnadzor website. Or the right holder will go to court and only then will hand over to Roskomnadzor a list of addresses for blocking.

Well, and owners of such sites face criminal liability. Now for phishing in the Criminal Code of the Russian Federation, responsibility is not provided. Therefore, it is proposed to supplement Chapter 28 of the Criminal Code of the Russian Federation "Crimes in the sphere of computer information" with a new article, including the responsibility for creating and owning phishing sites. According to the deputy, for this crime should be taken a large fine or imprisonment for up to four years.
The concept of the bill is directed to the Ministry of Internal Affairs, the Central Bank and Roskomnadzor. A round table on this issue will be held at the end of October.
