The provider of All Belarus decided to keep up with the global trend of restricting free access to information and on May 15, 2015 placed a tender for the purchase of equipment (hardware and software) to block sites and spy on users. It should be noted that this initiative was already reported on geektimes , but there was no detailed information at that time.

And now, after 15 days, details of this tender began to appear on some sites, which reflect the commercial component of this initiative.

As reported on the Charter'97 website: “one of the tender lots involves the supply of an agro-industrial complex capable of identifying and charging outgoing voice traffic (including IP telephony) with reference to a specific user (client) of the Internet.” This information hints that after the introduction of the APC system, users of Skype, Viber and other programs providing voice communication should expect appropriate notices to pay for telephone communication at the monopolist’s commercial rates.

Also, the APC “should be able to replace advertising on Internet resources that a particular user addresses with an advertisement that the customer specifies,” reports TUT.by, at the same time: “replacing both the customer’s fixed advertising and contextual advertising, based on the database on the classification of users by the nature of the visited resources. " Ideologically, we get the system as with some PPSOS or free Wi-Fi in the subway, when the provider smashes its banners, advertisements on the pages of websites, and now imagine that we have the opportunity to make such “tricks with our ears” as part of the traffic of the whole country.

It is worth noting that, according to statistics from Belstat, 57% of households are connected to the Internet, and about 4 million people use the Internet daily.
