Beltelecom buys equipment to block websites and spy on users
Belarusian provider monopolist Beltelecom has announced conditions for a tender for the purchase of equipment, which will use a fraction of Internet traffic filtering.
Proposals for the tender “Purchase of a hardware-software complex for collecting and storing information about a user’s visit to Internet resources, blocking Internet resources” are accepted until June 16, 2015.

According to experts, in this way Beltelecom fulfills the requirements of the Resolution of the Operational Analytical Center under the President of Belarus and the Ministry of Communications on the new procedure for restricting access to objectionable sites, adopted in February 2015.
The new procedure for restricting access has obliged providers to ensure the blocking of prohibited sites at their own expense. At the same time, there are no limitations in the choice of blocking technology: it can be a regular firewall or advanced DPI-based options.
Under the new rules, blocking sites applies not only to computers in government organizations, as before, but to all users. At the same time, providers are obliged to block both the site itself and all possible “means of access” to it, that is, the Tor anonymizer network, proxy servers such as those operating in Opera, Chrome and Yandex browsers, as well as anonymizers.
