Belarus banned Tor and anonymizers



The Operational Analytical Center under the President of the Republic of Belarus and the Ministry of Communications and Informatization of the Republic of Belarus published a decree “ On the approval of the Regulations on the procedure for restricting access to information resources (their components) located on the global computer network Internet ”.

The resolution describes in detail the keeping of a “black list” of web resources, access to which is blocked at the level of the Internet provider. In this part, the regulatory act complies with similar Russian legislation.

Thus, paragraph 11 refers to the prohibition of anonymizers, proxy servers and other tools that allow access to blocked resources.

11. The State Inspectorate in identifying Internet resources, means of ensuring anonymity (proxy servers, anonymous networks like Tor and others), which allow Internet service users to access Internet resources whose identifiers are included in the restricted access list, adds to the list of restricted Access identifiers of these Internet resources, means of ensuring anonymity.

Naturally, the cost of imposing censorship Internet providers are required to take over.

12. In order to implement the requirements for restricting access to Internet resources, whose identifiers are included in the restricted access list, as well as the provision of access restriction services, Internet service providers are obliged to:

12.1. create, ensure proper operation of the appropriate software and hardware and, if necessary, upgrade them, or use software and hardware owned by other Internet service providers, in accordance with the agreement concluded between them;

12.2. in the presence of software and hardware:

* identify those responsible for their proper operation;
* provide the ability to configure these tools only from the internal segment of the network of the Internet service provider;
* to document the changes in their configuration and store such information for at least one year;
* at least once a day, analyze the content of the restricted access list formed by the State Inspectorate, in order to supplement it with new identifiers of Internet resources, if necessary, make the appropriate changes to the settings of software and hardware;
* according to the requirements of the Ministry of Communications and Informatization and (or) the Operational-Analytical Center under the President of the Republic of Belarus, immediately eliminate violations related to the restriction of access.

The decree comes into force after its official publication.

Unfortunately, within the framework of the unification of the legislation of the Union State, the same norms may soon appear in the regulatory acts of the Russian Federation.
