At Geektimes it has already been reported that Russia is planning to create a single electronic database, which will contain information about all citizens of the country (at least those about whom there are corresponding entries in the registry offices). Now this project is gradually being implemented. This is done in order to simplify the task of identifying the population (respectively, to strengthen payment discipline when paying taxes and various contributions), writes Rossiyskaya Gazeta.

The corresponding bill proposed by the Ministry of Finance. This document may come into force on January 1, 2017. In principle, starting from 2015, civil registry offices can be kept in electronic form, but there is no corresponding technical possibility everywhere. Therefore, it is proposed to transfer all data from paper to electronic form centrally. In the explanatory note to the draft law it is noted that such a step will help to form a single federal information resource, which contains information about the country's population.

“In theory, this can make it easier for the state to control citizens and gather information about them for charging taxes, fees, payments to extrabudgetary funds,” said Roman Terekhin, a lawyer and partner of Business Fairway. He believes that the proposed innovations will simplify and accelerate the access of citizens to the registry offices.

There is a risk of data leakage, and this probability is quite high. “If intruders hack the system, they will get access to a large amount of personal data. Therefore, the system must be very well protected, ”says Roman Terekhin. Here you can recall the proposal of the Trade Union of Police Workers to acquire the Telegram messenger for obtaining a reliable communication channel for the Ministry of Internal Affairs. If the police are dissatisfied with the level of protection of their own systems, then what about the registry offices?

The authors of the bill believe that all work on the transfer of these registry offices into electronic form can be completed before 2020.
