The Federal Tax Service will create a single reliable register of information that will store information about acts of the civil status of the entire population of Russia - births, marriages, divorces, deaths, name changes. Information from 2638 registry offices scattered throughout the country will now be stored in one safe place.

The new registration and identification system is likely to identify one person or another, representatives of the Federal Tax Service said in a comment to Rossiyskaya Gazeta. They say that the current system is imperfect. REGISTRY OFFICES "operate outside the framework of unified state information systems", which leads to a lot of errors in the information used by the authorities.

At the same time, accurate information about citizens and their status (alive / dead, married / unmarried, changing surnames, etc.) is necessary for charging and collecting taxes and fees, providing benefits and allowances. The FTS and other government agencies want to have full access to a reliable and up-to-date database with 146,519,759 records on residents of the Russian Federation.

The current registry offices are an absolutely uncontrollable system in terms of standards and rules, the financial and economic bloc official said : “Some do not even have access to the Internet, sometimes data is transferred on a flash drive, and only then they are downloaded to the system.” Together with the local government bodies of rural settlements, they collect information, then pass it on to the social security authorities, the tax and migration services, the FIU, the FSS and the MHIF, but they do it with different frequency, on different media, etc. Nobody checks the information, errors are duplicated and multiplied.

Because of such mistakes, the budget is losing 50 billion rubles, the official said. This is the calculation of pensions for dead people, the allocation of maternity capital by mistake, and so on. The problem is that each region has its own civil registry office, and with a delay they transmit information to each other, and then to the center. Therefore, a single federal base is needed.

Independent experts agree that the transfer of administrative functions to the FTS can improve the quality of information collection. In addition, a single base will make life easier for citizens: if they move to another region, they will no longer have to provide the same information several times.
