an interview with "Rossiyskaya Gazeta" said the deputy head of the
Ministry of Communications Mikhail Evraev. The system will allow to send messages, the fact of sending of which may be confirmed legally, up to using it as evidence in court. The system will allow to convert letters from electronic to paper form, and vice versa.
The system will be serviced by an independent registrar, who will record the fact of sending and delivery of emails. As Evraev explains: “In every disputed case, a request will be sent to the system of an independent registrar of letters, which cannot forge or change anything, because it receives information in an encrypted form, confirmed by the electronic signature of the sender of the mail. Such a signature will also make the information legally relevant. ”
The system is planned to be connected to the
government procurement portal , the
official site for posting information on tendering, and to other state electronic systems where legal significant events take place. For the first time about the initiative to create this service
became known in early 2013 .
