Roskomnadzor: the Internet needs more regulation

The head of Roskomnadzor, Alexander Zharov, spoke at the 4th Worldwide Internet Governance Conference held in Wuzheng (eastern China Zhejiang Province). He spoke about close cooperation with Chinese colleagues on filtering data to be banned and frequency regulation, and outlined the position of Roskomnadzor to strengthen the international regulation of the Internet.

“The international legal mechanisms allowing to assert the sovereign right of states to regulate in the national segment of the Internet are still not established. The lack of rules governing interstate relations in this area makes it difficult to create a system of international information security aimed at achieving a stable and equal partnership, ”said Zharov.

Zharov noted that the development of mechanisms for the national regulation of the Internet must take into account the national characteristics of each country.

In order to bring order to the global Internet and make it a safer place, Russia developed the concept of a UN convention to institutionalize the regulation of the safety of the functioning and development of the Internet, the rules of responsible behavior of states in the information sphere.

Alexander Zharov expressed particular concern about the fact that cybercriminals on the Internet can use the personal information of a person against himself. In order to protect citizens from such atrocities, Roskomnadzor requires the introduction of regulation both at the national and at the international level: “It is not only the establishment of a special legal regime of processing and cross-border transmission for large user data. “There is a question of regulating the market for services related to the turnover of personal identifiers and their derivatives, ” he said . - It is quite possible to talk about the emergence of a digital person, about which the person himself may not know enough. At the same time, the digital identity is formed and stored by cross-border world services that are privately owned. ”

The head of Roskomnadzor noted that the Chinese authorities are showing an increased interest in legislative experience and the latest regulatory acts of Russia. Countries share their experience in regulating the Internet: “They are interested in how our legislation is developing - our understanding of regulating both local issues related to blocking prohibited information and global regulation in the field of communications, information technology and content. Here the whole range of issues that relate to information technology. This interests the Chinese colleagues, and we, in turn, are interested in their approaches. ” Cooperation between China and Russia in this area especially increased in 2017.

In China, Internet regulation is carried out with the help of the Golden Shield project launched in 2003. The system blocks access to a number of foreign sites, and also filters web content by keywords related to state security.

The Internet Governance Conference in China is held under the motto “Developing a digital economy for openness and sharing benefits - building a community of a common destiny in cyberspace.” This year's conference will be attended by Tim Cook from Apple, Eugene Kaspersky, head of Alibaba, Jack Ma and others.

The main topics of the conference are artificial intelligence, the fight against poverty through the Internet, Internet communication and social responsibility in the face of new challenges, the global digital economy, the norms of cyberspace, and international cooperation in countering the use of cyberspace for committing crimes.
