Roskomnadzor put forward another requirement for messengers who work in Russia. In addition to entering the register of information dissemination organizers with mandatory transfer of encryption keys to the FSB, they are now required to register with Russian telecom operators. In case of non-compliance with this requirement, the messengers face a blockage.
“We will send legally significant letters to the main messengers with the largest audience in Russia demanding to inform in what time frame and how they intend to fulfill their obligations under the law on messengers,” Alexander Zharov, head of Rosnomnadzor,
told Izvestia .
Under the "legally significant letters" refers to the official requirements to become registered with mobile operators. The law enters into force on January 1, 2018, but Roskomnadzor is ready to meet the operators if it is a reasonable time, said Zharov: "We will consider each situation separately, but we are not going to persuade anyone."
Why do you need it? In accordance with the amendments to the Law “On Information, Information Technologies and Information Protection”, messengers must register and assume the following obligations:

- To carry out mass mailing messages from government agencies.
- Block certain accounts and phone numbers at the request of government agencies or other users. In the first case, complete blocking is carried out if illegal information is distributed from a certain account. In the second case, each user should be able to block the receipt of information from certain accounts and numbers to his number (antispam).
Under the new law, the messenger is obliged, at the request of the authorized body, to block the user who has got to the distribution of prohibited content within 24 hours. In addition, messengers are obliged to somehow monitor the content of messages in their network and "not to allow the transfer of messages ... in cases and in the manner determined by the government of the Russian Federation." For violation - blocking in court.
At the same time, instant messengers are required to identify all users and store personal data in the territory of the Russian Federation.
The authorities have not yet determined the technical order of how telecom operators will participate in the blocking process: “The procedure for restricting access to instant messaging services should be established by the government, we are awaiting the appearance of this act,” the MegaFon press service said.
At the moment, the relevant bylaws are being agreed.
