In Russia, it was decided to create a National Internet Traffic Filtering System (NASFIT)

On July 31, 2017, Russian Prime Minister Dmitry Medvedev approved the state program "Digital Economy", which also includes the creation of the National Internet Traffic Filtering System (NASFIT): government order , program text (pdf) .

Until the end of the first quarter of 2019, the architecture and prototype of NASFIT should be developed, the necessary resources should be identified. By the end of the first quarter of 2020, the system should be put into operation.

Two options for implementing the national filtering system are being discussed, Izvestiya writes from the words of the head of the Safe Internet League (LBI), Denis Davydov:

  2. Default filtering for all Runet users.

As usual, filtering is formally introduced under the pretext of protecting children from dangerous content on the Internet. Davydov offers to enter the "white list" of allowed sites. The idea of ​​the Safe Internet League is also supported by Senator Elena Mizulina. LBI and Mizulina have been lobbying for the introduction of such a list for five years, but right now the idea of ​​actually isolating the Russian segment of the Internet has been understood by the authorities. Moreover, not only children, but also all other Russians can be protected from malicious information, if default “white lists” are entered for all Runet users.

In the vision of Davydov, the system should work as follows:

Citizens will be able to visit sites from the “white list”, and in order to gain access to unfiltered content, you will need to write a statement to the Internet provider or uncheck the corresponding “check mark” in your personal account.

Interestingly, in the May 2017 document version there is no paragraph on the creation of a National Internet Filtering System. That is, such a proposal appeared precisely in recent months. Igor Ashmanov confirmed this in an interview with Izvestia: he said that he took part in the work of the subgroup that developed the section on information security in the Digital Economy program. According to him, in the document that went to the government from the Ministry of Communications and Mass Media, there was no talk of NaSFIT. Probably, the item was added already in the government.

In principle, this could well have been expected. According to the brainstorming documents of the Digital Economy program, the authorities take as a model the Chinese Internet, where traffic filtering is carried out very effectively.

It seems that the process of gradual isolation of the Runet continues.
