The list of persons and structures that will receive the right to initiate the procedure for blocking copies of a blocked resource was clarified. Among them are federal executive bodies and rightholders.

The changes proposed during the second reading also suggest the possibility of restricting access to these sites not only when information is received from the copyright holder, but also from federal executive bodies, including the Ministry of Culture.

In addition, in the new version of the draft law, the concept of a “derivative site on the Internet” was replaced by the phrase “a copy of a blocked site”.

In the process of preparing the bill, the Ministry of Culture proposed to provide for an extrajudicial blocking of “mirrors” of pirated sites, but they were not taken into account for the second reading, Leonid Levin, head of the State Duma’s information policy committee, explained to the Kommersant newspaper.

Nevertheless, the proposals of the Ministry of Culture on the issue of out-of-court restriction of access to a copy of the blocked site are taken into account The Ministry of Telecommunications will decide on requests for recognition of the resources as “mirrors” of pirated sites. Time to make a decision will be a day. When making a decision on recognizing a resource as a copy of a blocked site, the Ministry of Communications will be guided by methods that have yet to be approved by the government.

Under the simplified procedure, it is provided for blocking the “mirrors” of those pirate sites that were previously permanently blocked by the decision of the Moscow City Court.

And search engines will be required to remove links to such sites from their search results.

In March, the State Duma considered a bill aimed at curbing the illegal distribution and use of audiovisual works on the Internet. The mechanism proposed by the bill concerns only Russian films, since the state intends to protect its investments in the national cinema. According to Roskomnadzor, currently, on an ongoing basis, telecom operators limit access to 223 sites that repeatedly post information with objects of copyright and related rights.

The first reading of the bill with amendments to the "anti-piracy law" was held on March 17. If passed, the law will take effect on October 1, 2017.
