In the Duma introduced a bill banning anonymizers and VPN services



State Duma Deputies Maxim Kudryavtsev (“United Russia”), Nikolai Ryzhak (“Fair Russia”), Alexander Yushchenko (KPRF) submitted a bill that limits the possibility of legally using technologies to “bypass the blocking” of websites on the Internet, Interfax reports . The corresponding document has already been posted in the legislative base of the lower house of the Russian parliament.

The explanatory note to the bill states that it is necessary to prohibit the use in Russia of “information and telecommunication networks, information systems and computer programs to gain access to information resources, including websites or pages of websites on the Internet, access to which in the Russian Federation limited. "

The draft law also deals with the need to provide owners of the relevant networks and programs with access to the information resource of Roskomnadzor, which contains all the information about the resources blocked in Russia. As a punishment for non-fulfillment of the Roskomnadzor’s ban requirement, the authors of the document propose to restrict access to those sites and services that provide “blocking bypass” of the sites.

Deputies of the State Duma, who developed this bill, are unhappy that in the search engines you can find links to blocked resources. In addition, quite often used technologies that allow to circumvent the ban on visiting sites listed in the “black list” of Roskomnadzor.

The purpose of the draft law is “to prevent the occurrence of harmful consequences from the use of“ means of circumventing blockages ”. According to the authors of the document, such consequences are, in particular, “the dissemination of prohibited information, extremist materials, violation of exclusive rights”.

Earlier, Roskomnadzor tried to negotiate with VPN and anonymizers about blocking content prohibited in the Russian Federation. As far as one can understand, it was not possible to agree amicably, therefore the legislators began to propose appropriate measures to “remedy” the situation.
