President Vladimir Putin approved the Information Society Development Strategy in the Russian Federation for 2017–2030. The corresponding decree is
published on the official Internet portal of legal information (29 p.,
Pdf ). Until October 1, the government is charged with approving the list of indicators for implementing the strategy, as well as a plan for implementing the provisions of the document.
The document emphasizes that the information society of the Russian Federation should develop with "the priority of traditional spiritual and moral values and norms of behavior," while "Russian society is interested in obtaining information corresponding to the high intellectual and cultural level of development of Russian citizens." The main goal of the Strategy is to create conditions for the formation of a knowledge society in the Russian Federation. Citizens should receive “objective, reliable, secure information”, and any anonymity on the Web should be excluded.
Obviously, the World Wide Web does not meet the high criteria, therefore one of the tasks set for the coming years is “to create systems providing the possibility of stable, safe and
independent functioning of the Russian segment of the Internet ”.
For the formation of the information space of knowledge, the Strategy provides for 19 different measures, including:

- carry out activities in the field of spiritual and moral education of citizens;
- implement educational projects;
- create a secure information environment based on the popularization of information resources that contribute to the spread of traditional Russian spiritual and moral values;
- provide conditions for scientific and technical creativity;
- use and develop various educational technologies, including distance learning, e-learning.
Some items of the Strategy look somewhat threatening and imply strengthening state control:
- improve the mechanisms for restricting access to information, the distribution of which in the Russian Federation is prohibited by federal law, and its removal;
- improve the mechanisms of legislative regulation of the media, as well as the means of providing access to information, which in many ways can be attributed to the media, but are not (Internet TV, news aggregators, social networks, Internet sites, instant messengers);
- take measures for the effective use of modern information platforms for the dissemination of reliable and high-quality information produced in Russia.
In terms of the development of the ICT infrastructure of the Russian Federation, the following is established:
- to ensure the use of Russian cryptoalgorithms and encryption tools in the interaction of government agencies among themselves and with citizens and organizations;
- replace imported equipment, software and electronic component base with Russian analogues;
- to carry out coordinated actions aimed at connecting objects to the information infrastructure of the Russian Federation;
- provide comprehensive protection of the information infrastructure of the Russian Federation against hacker attacks, including using the state detection system.
The state aims to create Russian system-wide and applied software, telecommunications equipment and user devices for widespread use by citizens, small, medium and large enterprises, including through the processing of large amounts of data, the use of cloud technologies and the Internet of things.
To protect state interests, it is necessary to ensure the processing of data on Russian servers, as well as the transfer of data on the territory of the Russian Federation using communication networks of Russian operators.
Among the main directions of development of Russian ICT are called big data, Artificial Intelligence, robotics and biotechnology, cloud and fog computing.
