The authorities have developed a bill that intends to prohibit the use of programs to circumvent blocking sites. The project requires anonymizers and VPN services to block sites from the registry of prohibited resources.
According to the authors of the project, not only anonymizers and VPN services are to blame, but also the search engines that issue links to blocked sites. On the one hand, officials refused to recognize as illegal “technology to send traffic through foreign and anonymous proxy servers and VPN services.” But on the other hand, these programs are used to bypass the lock, so they must be disabled.
But at the same time, Roskomnadzor will meet such services if they provide access to the registry of prohibited sites and voluntarily close access to them.

For violation of this bill, the offender will be fined $ 700 tr.
