The Ministry of Education and Science of the Ministry of Education is developing an electronic system "Contingent" for recording and storing data on education received by the Russians, according to Izvestia. in the contingent for 25 years will be stored information about the education of citizens of the Russian Federation at all levels: from basic to higher. The limited period of information storage is attributed to the attendant costs of system infrastructure.

Fully information will not be deleted. Education records will be depersonalized and derived from the contingent. This procedure will allow you to save statistical information, but will not allow linking the record with a specific person. Extend the retention of information about your education will be possible only with a direct appeal to the Ministry of Education.

The contingent system will be a backup accounting mechanism. Classical paper diplomas that are issued to graduates will also continue to exist. At the same time, the Ministry of Education believes that the electronic accounting system will, first of all, reduce the number of “fake” diplomas, as well as help employers to obtain reliable information about potential or current employees.

Another nuance of the "contingent" is that the countdown of 25 years of storage begins in carrying the latest change to the database. That is, if a person conditionally graduates from a university at 23 years old and at the age of 30 goes to get a second higher or any other education, upon graduation or graduation, information about him is updated, which restarts the retention period. The Ministry of Education believes that this approach will lead to the storage of data about the education of Russians for most of their life and work activities.

“Information will be stored for 25 years from the date of the last change. With a probability close to 100%, over these 25 years, a person will somewhere learn or complete their education. Accordingly, the information storage period is shifting, ”explained Oleg Kachanov, director of the informatization projects department at the Ministry of Communications and Mass Media.

Now the project "Contingent" is being finalized. He was accepted by the Federation Council and the State Duma, but in December 2016, Russian President Vladimir Putin rejected it because of the lack of a clear list of information that will be stored in the system. In addition, the head of state demanded to identify specific individuals "who have access to such information and their responsibility."

The profile committee at the State Duma and the Federation Council should submit a revised version of the document on April 21 of this year.
