In Spain, a Russian citizen, programmer Stanislav Lisov, was detained on January 13 in Barcelona Airport, RT reported . Lisova is suspected of conducting hacker attacks. The detention was carried out at the joint request of the FBI and Interpol.

The Spanish authorities have notified the Russian diplomatic mission of the arrest of Lisov. No formal accusations against the programmer have yet been made.

At the same time, the detention of a citizen of the Russian Federation on the territory of a third country without clear accusations and prior notification of the Russian side is considered a gross violation of international law.

“If on the territory of Spain the detention of our citizen was being prepared, then the Russian side should have been notified in advance. Spain and the United States have very close relations on the issue of extradition of third-country nationals, which led to the simplification of the norms of international law to the detriment of human rights, ”RT quoted the words of Alexander Ionov, vice-president of the Russian division of the International Committee for the Protection of Human Rights.

The simplified exchange procedure threatens that Spain can transfer the Russian to the US without a trial or additional proceedings.

In 2016, at the request of the US authorities around the world, three Russian citizens were detained. All of them were accused of conducting various hacker attacks.

Stanislav Lisov graduated from the Taganrog Radiotechnical Institute in June 2009 with a degree in Computer Science. Engaged in software development at Computer Systems LLC. Until 2013, he worked as a QA engineer in the Taganrog Odzhetto-Web company.
