Article 1

1) Article 1 shall be supplemented with the third paragraph of the following content:

“- ensuring the integrity, continuity, stability, sustainability and security of the functioning of the Russian national segment of the Internet information and telecommunications network;”.

Paragraphs three - the eighth to consider as paragraphs the fourth - the ninth.

2) Article 2 shall be supplemented with the following sub-clauses:

"1.3) autonomous system - a set of communication facilities and (or) other technical means under a single technical and administrative management, which has a single routing policy on the Internet information-telecommunication network and is identified in it by a single autonomous system number;

1.4) IP-address is a unique identifier of a communication device or other technical means in the Internet information and telecommunication network;

1.5) Russian national segment of the Internet - a set of information and communication networks, systems, resources of the Internet, located on the territory of the Russian Federation and registered in the prescribed manner in accordance with the legislation of the Russian Federation, and the national domain zone .ru,. as well as resources assigned to the national segment of the Russian Federation on the basis of relevant international treaties;

1.6) infrastructure of the Russian national segment of the Internet network - a set of communication lines and communication facilities under the jurisdiction of the Russian Federation, as well as communication networks and information and telecommunication networks connecting them, ensuring the operation of autonomous systems of Russian individuals and legal entities, their interaction with each other and with autonomous systems of foreign individuals and legal entities;

1.7) traffic exchange point - a technological system that provides communication networks and (or) information systems connected to it, having an autonomous system number, the ability to transmit traffic between them in the Internet through the specified technological system;

1.8) owner of a traffic exchange point - a Russian legal entity or an individual entrepreneur owning and (or) using a traffic exchange point on the basis of ownership or on other legal grounds;

1.9) the registry of the names of the national domain zone .ru, .rf is a technological system containing records about the names of national domain zones and the persons in whose name the registration of the names of national domain zones has been carried out;

1.10) the administrator of the national top-level domain zone (domain zones .ru, .) is a Russian legal entity, the founder of which is the federal executive body in the field of communications, carrying out activities to manage the use of the national domain zone .ru, .rf and provide services for making changes to the registry of the names of the national domain zone .ru, .;

1.11) The national domain zone .ru, .rf is the area of ​​the hierarchical domain name space of the Internet, denoted by a unique domain name, allocated for the Russian Federation and coinciding with the international code of the state - the Russian Federation. Internet domain names have common identifiers .ru or .rf;

1.12) transmission line - a set of communication facilities and the medium of distribution of the telecommunication signal used by them, providing the possibility of organizing communication channels and transmission of telecommunication messages.

3) Article 9 shall read as follows:

"one. The order of construction, operation, including maintenance, and accounting of communication lines at the intersection of the State Border of the Russian Federation, on the border territory of the Russian Federation, in the internal sea waters of the Russian Federation and in the territorial sea of ​​the Russian Federation, including cable laying and construction of linear cable construction, rescue and recovery operations at underwater cable communication facilities in the territorial sea of ​​the Russian Federation Government of the Russian Federation

2. The transfer line crossing the State Border of the Russian Federation on the territory of the Russian Federation may only be organized by a person who is a communications operator in accordance with the requirements of this Federal Law. ”

4) Supplement with article 21.1 “Regulation of the Russian national segment of the Internet network” with the following content:

“Article 21.1. Regulation of the Russian national segment of the Internet

1. The critical infrastructure of the Internet is an integral part of the information infrastructure, which is a combination of communication networks, systems and resources of the Internet, whose operation can significantly affect the integrity, continuity, stability, sustainability and security of the information infrastructure of the Russian national segment the Internet.

The critical infrastructure of the Russian national segment of the Internet includes:

a) the national domain zone ru, .rf and the infrastructure that ensures its functioning;

b) systems of traffic exchange points, the criteria for assignment to which are established by the federal executive body in the field of communications;

c) the state information system for ensuring the integrity, sustainability and safety of the Russian part of the Internet, provided for by Article 21.2 of this Federal Law;

d) infrastructure of autonomous systems of the Internet, the criteria for assignment to which are established by the federal executive body in the field of communications.

2. The specifics of regulating the use of the critical infrastructure of the Russian national segment of the Internet specified in paragraph 1 of this article shall be established by the federal executive body in the field of communications in coordination with the federal executive body in the field of security.

3. The Government of the Russian Federation shall determine the procedure for the management and operation of the critical infrastructure of the Russian national segment of the Internet, referred to in subparagraphs "a" and "c" of paragraph 1 of this article.

4. Telecom operators are obliged to comply with the technical requirements for the organization of transmission lines crossing the State Border of the Russian Federation, established by the federal executive body in the field of communications in coordination with the federal executive body in the field of security. ”

5) Add with article 21.2 as follows:

“Article 21.2. State information system to ensure the integrity, sustainability and safety of the Russian national segment of the Internet

1. The state information system for ensuring the integrity, sustainability and safety of the Russian national segment of the Internet (hereinafter referred to as the system) is a unified federal state information system that operates on the basis of software, hardware and information technologies providing for the collection, processing, storage, provision , placement and use of information about autonomous systems, IP-addresses, traffic exchange points and other critical elements of the Russian national information on the integration of the Russian national segment of the Internet with international communication networks, as well as routeing address information in data networks and the Russian national segment of the Internet.

2. Legal entities and individual entrepreneurs located in the jurisdiction of the Russian Federation and using the autonomous system number and / or IP address are required to submit information for placement in the system as part of and in the manner established by the Government of the Russian Federation.

3. Owners of traffic exchange points are obliged to provide information for placement in the system in the composition and procedure established by the Government of the Russian Federation.

4. The federal executive body in the field of communications is the state customer responsible for coordinating the creation, operation and modernization of the system. The system operator is determined by the Government of the Russian Federation. ”

6) Clause 1 of Article 26, after the words “Regulation of the numbering resource”, shall be supplemented with the words “, including resources of national domain zones,”.

7) Add the following article 26.1:

“Article 26.1. Organization of traffic exchange points on the territory of the Russian Federation

1. Organization of traffic exchange points on the territory of the Russian Federation is carried out taking into account the requirements for traffic exchange points systems established by the federal executive body in the region in coordination with the federal executive body in the field of security. The procedure for organizing traffic exchange points on the territory of the Russian Federation is determined by the Government of the Russian Federation.

2. Telecom operators, when carrying out activities for the provision of traffic transmission services, have the right to connect their communication networks to traffic exchange points in the Russian Federation, which are included in the register as part of the State Information System to ensure the integrity, sustainability and safety of the Russian national segment of the Internet "".

8) Article 46 shall be supplemented with clause 5.1. as follows:

"5.1. A communication operator providing communication services for data transmission and provision of access to the Internet information and telecommunications network, when passing traffic to interacting autonomous systems of other communication operators, has the right to use information obtained by this communication operator from the state information system to ensure integrity, stability and safety of functioning Russian national segment of the Internet.

9) Clause 1 of Article 59 shall read as follows:

"one. For the purpose of financial support for the provision of universal communication services, financing the creation and operation of a database of transferred subscriber numbers, as well as financing the management of critical elements specified in subparagraphs "a" and "c" of paragraph 1 of article 21.1 of this Federal Law, a reserve of universal service is formed ".

Article 2

This federal law enters into force 180 days after the day of its official publication.
