Mizulina proposed to introduce a preliminary filtering of messages in messengers at the level of telecom operators

Senator of the Federation Council of the Russian Federation Elena Mizulina leads a tireless struggle for morality and morality of the Russians. Thanks to Helen Borisovna’s initiative, a law was passed a week ago, equating hentai cartoons and pornography with adult actors “depicting minors” to child pornography, for the distribution of which responsibility is provided up to 10 years in prison (the law has retroactive effect).

Having dealt with lovers of hentai, Elena Borisovna took on the users of instant messengers. Yesterday, the senator took the initiative to introduce pre-filtering of messages in Viber, WhatsApp, Telegram and other messengers.

Elena Borisovna drew the attention of the Prosecutor General and all senators to the new problem: “The most dangerous phenomenon has appeared - they impose murder on groups of children, tell them how to commit them, how great it is, how wonderful,” the senator noted.

Mizulina shared the information that not only suicidal thoughts, but also other dangerous ideas are inspired to children via the Internet. For example, “children are taught that the police are“ zombies ”and they must be killed, as in a virtual game ”.

In social networks with malicious closed groups, they manage to cope, Mizulina said, but insidious molesters of children's minds “smoothly migrate to messengers.” The only solution in such a situation is to censor messengers, the senator believes. She suggested to the Prosecutor General’s Office “to return to a discussion on the issue of pre-filtering at the level of a telecom operator”.

The Attorney General agreed with the proposal of Elena Mizulina. He called on senators and legislators to submit their proposals on this issue and guaranteed that the security forces "are ready to go for additional legislative measures if the situation demands."

It is not quite clear how the authorities intend to pre-filter messages in messengers “at the level of a telecom operator”, if end-to-end encryption is used in the messenger. This feature has already been implemented in Telegram, WhatsApp and Viber.

A way out for the authorities could be the introduction of a licensing procedure for instant messengers. Mobile operators have long offered to introduce licensing, which are losing profits due to the departure of international voice traffic in VoIP. To obtain a license, instant messengers will have to install monitoring systems like SORM and provide law enforcement agencies with information on user correspondence upon request.
