Telecom operators should be responsible for promoting propaganda around website blocking, the Ministry of Communications believes. The new version of the amendments to the Law “On Information, Information Technologies and Information Protection” and the Code on Administrative Offenses (CAO), developed by the agency, punish operators for posting “information about technical means and ways to access information” belonging to them blocked by Roskomnadzor. As previously reported , the punishment is supposed to be the ruble, that is, fines. Officials plan to penalize the amount of about 3-5 thousand rubles, entrepreneurs without a legal entity - 10-30 thousand rubles, the company - 50-100 thousand rubles, writes "RBC".

The authors of the previous version of the amendments did not specify who would face fines for a story about methods of accessing sites blocked in the Russian Federation. If they accepted the previous version, then users and administrators of ordinary websites could be punished. Now nothing threatens them, at least there is no other information yet. According to Irina Levova, director for strategic projects of the Internet Research Institute, if they accepted the previous version of the amendments, a large number of articles and notes describing technical means of a certain kind would fall into the category of “propaganda”. Therefore, in that form, the sentence on punishment for the story about anonymizers was impossible to implement.

We comply with the legislation and do not place information on circumventing locks on our own resources, ”said MTS representative Dmitry Solodovnikov. A representative of MegaFon, Julia Dorokhina, said that her company “does not post information about possible ways to bypass the blocking of resources prohibited by Roskomnadzor”.
Well, and Roskomnadzor supports the idea of blocking mirrors of sites prohibited in the Russian Federation in the pretrial order.
